The question of where under-21s can go out in Las Vegas comes up a LOT! And after having done a ton of research, I can tell you that there pretty much isn't anywhere on the Strip that will let you in if you're under 21; they're very, very vigilant about checking IDs, too, so you won't be able to sneak in under the radar.
So here's your best bet if you're determined to get out and enjoy some nightlife: Club Frozen75, which is actually in Henderson, Nevada, about a 15-20 minute drive from the Strip. It's open to those 14 and up, and runs every Friday and Saturday night from 8pm to 11:15pm.
However, if this sounds like a little bit too much of a young crowd for you -- I'm sure at 20 you don't want to be chatting up those 15-year-olds! -- the club hosts an event called Zen 18+ After Hours afterwards, which goes from 11:30pm to 2:40am, and which you might find a little bit more like a real club. Both events cost $15. I've given you a link below.
If you decide you don't want to venture all the way out there, there are a still a few options for teenagers to go out at night in Vegas. The House of Blues at Mandalay Bay, for example, offers all-ages access to some of their concerts -- previous and upcoming shows include Five For Fighting, The Decemberists, Sevendust, and Citizen Cope. The same is true for esteemed music venue The Joint at the Hard Rock Hotel -- check their websites to see if anyone cool will be playing while you're there. Another evening option is Jillian's on Fremont Street, which offers bowling, billiards, and arcade games -- you can even eat there afterwards too. It's not quite a club, I know, but it could still be a lot of fun if you were with your friends.
You can even get a little taste of "almost" night life by going to any bar that is also a restaurant -- for example, the ESPN Zone in the New York New York Hotel. Obviously, you'd only be able to order a soft drink, but you'll still feel that you're out and about!
Hope this helps a little! Have a fabulous time, whatever you end up doing.

If you are over 21 but look younger, they will card you in the casino and then they give you a bracelet telling the others that you have been carded and are legal. You are just the opposite and it doesn't work for your benefit.
You will be carded at the door to the clubs .... so don't even try. This is a 21 and older city and they enforce it. They don't risk loosing their license for a few bucks.

No. You have to be 21 to get into the clubs, they don't care if you're 20 and not planning to drink, it's 21. UNLESS there's a concert at House of Blues or The Joint.
Yes, they are strict about carding. If you show an id that says you're underage, you'll be asked to leave the property. If you challenge them, you will be escorted off the property. If you try to pass a fake ID, after they laugh in your face, they'll show you the door.
Oh, and if you gamble, don't win. You can't cash out. (Nor can you have someone else do it for you.)

Sorry, you gotta be 21 to get into nightclubs. Alcohol is served in nightclubs and it's the law. They will card you.
There is a lot to do still, though...
Ride the rides atop the Stratosphere Tower
Madame Tussauds is pretty cool at the Venetian. They have lifelike wax figurines of many celebrities. They let you touch them and take photos of each one.
The Shark Reef at Mandalay Bay is cool
The Dolphin Habitat at the Mirage is really neat. There's dolphins, lions, tigers, alpacas, leopards... if you're lucky, you'll get to see the dolphins do tricks at feeding time. (I believe it's $15 to get into the Habitat.)
Ride the elevator to the top of the Paris Eiffel Tower for a fantastic view of Las Vegas. It's best at sundown!
If you like hiking/rock climbing, go to Red Rock Canyon! Well worth the trip out there. $5 to get into the park, per car. Plenty of trails, lots of photo opportunities.
Hoover Dam is nice to see and not too far away.

Why would you want to take such a chance and get thrown out of a property. You will be 21 next year what the heck.
You might look older but what if you walk up to a slot machine and hit a jackpot, what do you think is going to happen? You will not get the money.
Trust me there are tons of other fun things to do in Vegas and the good part is that most of them are free. Check them out for yourself.

Not sure, but I used to go to Vegas when I was twenty and played in the casinos. I lived in fear of getting carded, but it never happened.
I'm thinking that at clubs, they'd automatically card you at the door since most have booze served. In casinos, no one gets carded at the door.
