Your neighbors are either very paranoid or perverts. Either way you should let the police know about it. It's definitely an invasion of your privacy as you've not given your permission to be filmed or spied on. Hopefully you'll get some satifaction from the police. If not, you may have to take civil acton with the aid of an attorney.

You could call the local police in to complain that your neighbor is making you feel uncomfortable with cameras pointed at your house. This may not get you far. You can also ask that the cameras be taken down because they are an invasion of your privacy and if the neighbor will not, try small calims court.

They probably have some kind of right to have a camera on their land.
I would disable the camera by focusing a light (laser is best - the kind you get at the dollar store) at the lens of the camera. They can film all they want, they won't get anything; there is a good chance the laser will, over time, burn out the receptors in the camera.
It might be satisfying to point a couple cameras of your own right back at them

Depends which country you're in.
In the UK your neighbours action could be considered an invasion on you're right to privacy. Threaten court action for damages if they're no removed.
If you're elsewhere you could talk to you're Local Citizens Rights Bureau and ask their advice. It's usually a free service.

Call the police. It sounds extreme, but wait for any tiny infraction on his part (sound pollution, boundary lines, sidewalk blockage, anything) and then once the police get there and youre all talking ask the popo if it's okay that he has those cameras.
Since it won't be he'll have to take them down.

WEIRD! deff keep your blinds closed. you should call the police and tell them they can go check out the cameras , they could seriously be recording your every move like in a scary movie or somethng. creepy!!!

you can check with your local police, but, where I live as long as they are not pointed directly at your windows and are viewing outdoors common areas there is nothing that you can do.
