ok thare are 4 plates on the lower end of the carb, now do i need the top front plate i think it is the choke, does it have to be on the carb cuz i cant find mine lost it

The choke plate is not actually needed. I didn't have one for years in Sydney, but it's pretty warm there, even in winter - and I still had to play with the gas a lot until it warmed up a bit. If you like in the US, I doubt the car would even start without it.

Without the choke plate you will never get the vehicle started when its cold.

It is the choke plate.

NEED it? No.
It's realy helpfull to keep the engine running when it's cold though. And makes it easier to start without having to pump the gas pedal a whole bunch....
