I would say it's overheating. Simple way to check that is to a program like coretemp to see how hot your processor is before and while running RuneScape/webcam. Also check to see if maybe your graphic card is overheating the same way.
It shouldn't be hard to find software to do the steps listed above.
Lots of people will probably give me the thumbs down for some unknown reason. But whatever, I fix computers for a living. Try it out and let us know the results.
