In most states yes. There was a case just a few days ago where a man in Georgia finally got released from prison from having oral sex with a 15-year-old girl when he was 17. If he had been 18, he'd still be in prison and would have to register as a sex offender when he got out. Don't mess with jail bait.

I am not sure what ****** means, but if you are 17 and the other party is not then it is underage sex if you just touch it.
Here if both parties are under 17 then it is not a crime and if the age difference is not more than 2 years then it is not a crime.
So if one is 18 and the other is 16 then it is not a crime.
Each state has their own laws about the age of consent.

I live in Michigan, and a speaker came to my school and explained that starting at age 16, you have a four year window, meaning you can date someone who is 16-20 years old with parents consent.
I'm not sure what ******* is, but being with an underaged person in any type of sexual way will get you in trouble.
