Would other beach-goers, surfers, swimmers, saltwater alligators, sea cucumbers and other living things in the sea all around the world be electrocuted too or would it just affect a small area.
If so, how do you determine this area?

IT will influence the ones near wire. the distance of electrifying depends on the voltage of the wire.
besides , if one stand on the beach with his feed tightly together, he will not suffer any harm.
if his too feet are wide from each other , then he is in danger.

It would effect the area between the wires since that's where the potential and the current path would be.
