SYMPTOMS
The Recycle Bin does not appear on the Desktop. Therefore, you cannot restore a file that was deleted.

CAUSE
This issue may occur if any of the following conditions is true: • A third-party program was used to hide the Recycle Bin.
• The TweakUI program was used to hide the Recycle Bin.
• The registry information for the Recycle Bin was deleted.
• A Group Policy setting was used to hide the Recycle Bin.
Note Windows XP Home Edition does not support Group Policy.

Method 1: Use the program that removed the Recycle Bin to restore the Recycle Bin
If you used the TweakUI program to hide the Recycle Bin, follow these steps to restore the Recycle Bin to the desktop:1. Click Start, and then click Run.
2. In the Open box, type regedit, and then click OK.
3. Locate the following registry key:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\HideDesktopIcons\NewStartPanel
4. In the right pane, right-click the following registry DWORD value, and then click Modify:
{645FF040-5081-101B-9F08-00AA002F954E}
5. In the Value data box, type 0, and then click OK. (The TweakUI utility sets this value to 1 to hide the Recycle Bin icon.)
6. Quit Registry Editor.

Method 2: Edit the registry to restore the Recycle Bin
Warning Serious problems might occur if you modify the registry incorrectly by using Registry Editor or by using another method. These problems might require that you reinstall your operating system. Microsoft cannot guarantee that these problems can be solved. Modify the registry at your own risk.
Note This procedure does not work if the system administrator used a Group Policy setting to hide the Recycle Bin (or "All Icons") on the Desktop.
To edit the registry to make the Recycle Bin icon reappear on the desktop, follow these steps: 1. Click Start, and then click Run.
2. In the Open box, type regedit, and then click OK.
3. Locate the following registry key:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\Desktop\NameSpace
4. Right-click the registry key that you located in step 3, point to New, and then click Key.
5. Type {645FF040-5081-101B-9F08-00AA002F954E}, and then press ENTER.
6. Click the new {645FF040-5081-101B-9F08-00AA002F954E} key that you created in step 5.
7. In the right pane, double-click the (Default) entry.
8. In the Edit String dialog box, type Recycle Bin in the Value data box, and then click OK.
9. Quit Registry Editor.

You didnt delete Recycle Bin Just the Icon aka shortcut right?
Ok, the system is STILL on your computer.
Go to My Docs.
Then I beleive go to My Computer or Desktop,(JUST BROWSE AROUND)
And you'll find your Recycle Bin program.
This happen to me on my Fathers computer which is a Vista.
If you want to have an Icon aka Shortcut
Right click the program (once you find it)
and then select create shortcut.

Right click your desktop, go to properties and icons. Somewhere in there. If it's vista then it's desktop, personalize, up at the top left icons.

You must be have the installation CD of Windows Vista.
Insert the CD and you will see the option of installing Recycle Bin.
Follow the instruction and install it.

(1) Right-click on your desktop.
(2) Point to "New". Then select "Folder" to create a new folder.
(3) Name the new folder
"Recycle Bin.{645FF040-5081-101B-9F08-AA002F954E}"
Or install Tweak UI;

And enable it back. :)
