Non-proliferation is a term for reduction of nuclear weapons. This includes destroying existing weapons, not creating new weapons, and reducing the potency of existing ones. The U.S. has disarmed over 50% of nuclear weapons. While most of civilization has come to understand what a really bad idea nuclear weapons are, Arab countries want them like children want candy. The nuclear powers are reluctant to reduce nuclear weaponry until the mutual assurance that no one country has more than their share.
