If you are always cleaning your plugs you have a problem else where. If it has a carburetor then it may be jetted too rich or adjusted to where it is too rich. If it is fuel injected then something it telling it it needs more fuel and allowing it to run rich. Check your tail pipe and watch to see if you see some black smoke coming from it when you rev the engine some and also look in it to see if there is a black sooty coating in it.

Does any one do that anymore? If your plugs are becomming oil flouled or carboned up you need more than a spark plug sand blaster. Modern cars go 100,000 with double platinum Iridum spark plugs and never need cleaning. I suggest running a compression and leak down test right away. And a new car purchase soon if your plugs need cleaning all the time. OLD OIL SMOKE

Are the plugs the correct type for the engine? Is the deposit dry or oily?

Otherwise, as already given in previous answers, I would suggest looking a little deeper to see if there are any other problems.

A faulty thermostat can cause the engine to run too cold, and on modern engines this will cause the fuel system to provide excess fuel. A problem with the coolant temperature sensor can also cause the same thing.

Is the air cleaner element serviceable - not excessively dirty or blocked?

Leaking fuel injectors will also cause excess fuel.
