You can rent it online from NetFlix.
The film, originally known as "The Klansman", is a racist piece of crap, but it also holds a place in movie history, as one of the first long, serious movie epics, made at a time when most movies were just short comedies or action pics.

In general, the chain stores don't carry movies for which there's little or no demand. Birth of a Nation would be included in that group.
However, online movie rental like Blockbuster and Netflix have very impressive libraries, and I'm sure one or both would have it.
You can always phone local stores to ask if they carry it. They'll tell you.
