If you have a bank account you can add that to put funds in your account.
Click "add funds" and you'll get a screen that says "Transfer Funds From a Bank Account in the United States" and "Transfer Funds From a Bank Account in Canada."
Pick whichever applies to you.
From here you will need to fill out:
-The country youre from
-The name of your bank
-Account type (Checkings/Savings)
- Bank Transit Number (Canada Only, 5 digits)
- Routing Number (USA only, 9 digits)
- Institution Number (Canada Only, 3 digits)
- Account Number (3-17 digits USA, 1-12 digits Canada)
Once it it added you need to wait a while, paypal will deposit an amount into your bank account which you then have to type in to verify that it is indeed you account.
After the verification process you can now add funds to your account, again this takes a few days to process.
After that youre all set.

Either transfer funds from your bank account (there's a add funds options from the main menu to do so with the account you opened paypal with) or have someone send you money via their paypal account.
Mostly it is done by transfering from your checking; if your paypal and checking account are linked you can pay having a 0 ballance and have the money deducted from your checking account.

Why would you want to. Pay-Pal overcharge and under-deliver. I personally have had a bad experience with then taking and holding MY money and making me wait a month before they returned it.
I suggest you give Pay-Pal a wide berth., or at least read things on this site first:-

The only way is from people paying you for something you sold them. You can pay others from it and you can transfer earnings to a bank account or have a check sent to you. You cannot add to the account.

no... you need either a credit card, or a bank account... pref both as one is a backup...
ebay wont let you trade unless they know you can cover the bills and their fees.
