Almost always, and almost never. Objectives, like priorities, can change at the drop of a hat. You may have a list of goals that gets thrown out the window because of a sudden change in your life. You may be injured in a car wreck and lose your vehicle all at the same time. You may lose your home to a storm or a fire. Or someone you love may move away, leave your family, or die. Any of these can rock you to your foundation if you have your life's To Do list carved in stone.
As far as I can tell, the idea is to always have a general plan in mind, but also to be flexible enough to adapt to any new situations that arise. The best way I know to do that is to be in near-constant examination of my life, my goals, and what it will take to achieve them. As the circumstances of my life change, so do my objectives and the steps necessary to attain them. Practically every day brings new ideas and new plans.
If I were only to examine my life once a year at my birthday or New Year's Day, I might look back and have no idea how I got from that point to this one. But if I examine it daily, I can retrace my footsteps. Looking back isn't a good way to spend all my time, but it can give me some insight into how best to approach the future. Which is essentially just to live in the present.
It's kind of a zen thing. The only constant we have is change.

my objective: to end suffering in 3rd world countries. i re-evaluate it everyday, it seems too hard, especially since im only 17 and the resources i need are unavailable to someone of my age.
