Most people use graduated to mean that they completed their requirements for successful completion, and attended the graduation/closing ceremonies. In other words, they got their diploma. The diploma signifies that they completed the requirements for the degree.

The Bachelors degree is usually four years, but some people get it in less time.

I think people who finish their work in 3 years or 3.5 years sometimes wait for the graduation ceremony, which is usually in late May or early June, before they actually say that they have graduated, but they have completed their work.

When the term "graduated" is applied to college or university study in the US, it means to have completed the course of study in how ever many years it takes (most often four), earning a degree, usually a baccalaureate like a B.A.

Students who leave without completing the degree requirements are not considered to have graduated, even if they attended a full four years.

It also is a type of beaker that is marked on the side showing the volume of contents. No wonder English is so hard to learn as a second language.
