Do you actually expect the landlord to dissect the entire structure's plumbing to fix that noise ? Most older plumbing systems were not designed with "air hammers" needed to eliminate such noises. Installing them is a very expensive process.

It's not unsafe.

Get an estimate from a plumber on how much it would cost to fix the problem. Tell the landlord to fix it or you will and deduct the repair cost from the rent.

If he/she will not fix the problem, consult an attorney.
