The Christmas Holidays are the BUSIEST time of year to go.

It's reported that November, before Thanksgiving is "quieter", but I cannot speak from experience.

I have been during the last 2 weeks for January and first two of February, and beginning of May and they've been lower crowds, but I would 't consider any of the parks to be "empty".

The unofficial guide to Disney book has a website that shows a crowd prediction calendar for parks and average wait times.

Best to avoid times when kids are out of school - spring break, winter holidays (however, early December is quiet), summer vacation.

Best times are mid-September to mid-October. The weather is usually good and the crowds are smaller.

We went in mid-November (a few years back) and it was not too bad at all. We waited in very few lines more than a short while (5-10 minutes).
