No. This myth has been thoroughly debunked by the Mythbusters TV show. No truth at all to it.
edit: Not true what is being posted about flourescents. they do take more charge at startup, but unless you're leaving and entering a room within about 1/3 of a second, it is STILL cheaper to turn off those flourescents than to keep them running. this too was completely busted by the Mythbusters.

Light bulbs with a coil will cost more to leave on.
Long life lights use flurecent light technology. They run down quicker if you turn it on and off a lot. The cost of a new long life light costs more than leaving it on.
So the trick is, use normal bulbs in bathrooms that are on for a short time, but many times a day ... and long life for rooms where the light goes on for hours. If you leave the room for half an hour, leave that light on. (eg. work place while going for lunch or family room when going for dinner)

The light bulb screwed into your mouth Uncle Fester? NO always turn off extra lighting when not in use some big coal fired powerplant is charging you for the current. Also replace all resistance lighting products (conventional tungsten bulbs) with compact floresent units wear warm clothes turn your thermostat down

Well if I leave the light off for a week then on for an hour..... it dosent cost me much at all...... so that theory is false......

fluorescent lighting uses more power to turn it on than it does if you keep it on all the time.
A regular bulb cost more to burn all the time.
