What are some books/theorists I can read that discuss how an individual does not fully complete a developmental stage (such as not resolving their adolescent stage) and how does one go back and resolve the issues at this stage in order to successfully complete the tasks of the succeeding stages?

There are several "stage" theorists. Freud and Erickson are two that come to mind. One of Erickson's books was "Childhood and Society". I can't remember Freud's books, there were so many. Other stage theorists were concerned with cognitive development, such as Piaget, although his book on moral development may be good, I can't remember its name.
Those people should be a good start.
