Because the full name of a bra means a plural. Panties have 2 leg holes.

bra is not really singular, it's just the short form for brassiers. Panties is slangy for pants. Howver, both the short form anf the slang seem to have made it into mainstream, everyday usage of English language.
Who cares to call refridgerator when you can just say Fridge? In about 10 years, no one'll probably even remember how to spell refrifgerator, c what i mean?

Bra has only one end to hook or unhook, whereas the panty has two holes for two legs to go through. Doesn't that make sense. A pair of trousers, a pair of briefs, apair of pants, and a pair of shorts etc etc............. all for our two legs to go through.
