I don't mean over the access hatch, just over where the sewer pipe runs (1-1.5m below ground level).

as a builder i come across this problem many times .....it is common and you wont have any problems ..what you need to do is ..excavate the foundations to both sides of pipe ..do not concrete over pipe ..concrete footings up to both sides of pipe ..when the concrete has set place two concrete lintols over footing ..and you can now build on that ..have done it hundreds of times and it complies with building regs

Generally you do not need planning permission for a conservatory.Check with your local planning office as there are some requirements on the size and boundary and build lines and conservation areas. As for the sewer pipes most of the local planning offices no longer allow these to run under the building. They want them to run at least 1 meter away from any new foundation layed. Check with your local water authority for pipe replacement details. If you get the permission to build over the pipes. Build a wooden box frame around the pipe and fill with shingle. Lay a concrete lintel on top then fill your foundation. This method is best used as this allows the pipe to be removed if required in the future. Good Luck

Phone your local authority planning office and ask them the maximum size conservatory that doesn't require planning permission. Then ask them to investigate if you think your neighbour's conservatory exceeds the relevant figure. If it needs retrospective PP you will get a notice from the LA which will give you an opportunity to submit your objections, if you so choose. It is then up to the Planning Committee to decide to grant permission, or refuse. If refused it will either have to be modified or removed as required.

we built a wall at the end of an existing garage to create another room and the wall was built over a sewer pipe.
We did get permission but we had the building inspector round all the time to check that a suitable depth was dug under and around the pipe and it had to have a supporting structure for the wall where it went over the pipe so that it didnt damage it.
So hopefully you will get permission, hope it all goes well :0)

Probably be OK .. It is only where the inspection manhole is involved are there usually problems... Any eway check with the council. A friend of mine built an extension(not a conservatory) with water and drains internally and he had to re-route his drains to outside the extension . but don't really know the fine details... You can only ask ...It is more building regulations rather than planning that is involved.

We want to build over a water main which runs a meter behind our house and we are not allowed - we would have to move it even though under building regs its too close to us we would be responsible for paying
I am not sure about a sewer - you would need to contact the water company who owns it and ask them. Form our experience don't expect any help!

It should be ok as long as you don't do anything that could damage the pipe. best ask your local building control officer before you begin though, otherwise it could prove expensive, or difficult to sell your house.
