It really depends on how the person is saying it. If they're simply stating an achievement and it's taken the wrong way, they're seen as arrogant, but it's a misunderstanding and the person claiming they're arrogant is most likely jealous or insecure. What's seen as arrogance by one person may not be by another... It's all a matter of perception.
I guess the line between pride and arrogance is who you're talking to. But no, you should never feel like you're not allowed to express or be proud of yourself.

A proud person is able to show and speak of their accomplishments humbly and in an environment that is appropriate. Proud people do not showcase their abilities to make others feel bad, to get the competitive edge, or to prove that they are better or stronger than another person. They do so because they have truly attained something that is worthy and they share in it a way that is not overreaching or braggart.
Arrogant people use their skills and abilities to prove they are better than another, and do so in a way that closes other people off and boosts their own self up. They never think about how they are affecting others with their comments or lack of social awareness. They display their accomplishments in inappropriate settings (aka: someone else's time to shine) and for the wrong reasons (because they can not deal with someone else getting the attention).

Yes, being all of the above can say allot about an individual. It can say that this person has very high standards, a very powerful self belief system. and a very positive self image. Often times these people will get what they want out of life. But it doesn't mean that they always have good values and morals. Or that they will in fact ever find happiness and true success. Often these people isolate themselves because no one can live up to their standards. There is nothing wrong with having these behaviors as long as you keep a firm grip on reality. If your image of the perfect life doesn't mirror your life you then you will be headed down a path of self destruction.

You can be proud while remaining humble. It's a fine line. Much of the time people who label other people as stuck up are just jealous. Not being arrogant has more to do with other things, like your treatment of other people and being able to not only boast of your accomplishments, but also to laugh at yourself sometimes and admit your faults.

i think arrogants think that theres nobody like them; they talk like they are the only people who can do what they did,
proud people are usualy proud of things that other people are ashamed of
i mean, like when someone says, i dont smoke or drink, and i am proud,
or like, i am virgin and i am proud,
