This is because Arabic characters use different encoding than the one usually used for Latin characters. This would happen too for all texts using non-standard characters. (Chinese, Korean, Japanese, etc.)

The most probable cause is that your text editor utilize a different encoding that incorrectly maps a particular character code to a particular character glyph. Which in turn is simply because the character encoding is not supported by the editor.

If you want to know more, try looking at the Unicode character encoding in the wikipedia. It is the most universal encoding with supports more than 100,000 characters for most of the languages and scientific symbols in the world.

In short, the Arabic text that you try to open is probably encoded in Unicode format and your text viewer does not have the capability to display it correctly.

There are a lot of reason that this happens, but anyway, if this is a .txt you can drag drop the file onto Firefox/IE and force the View -> Encoding until Arabic shows properly.
