Pol Pot and Idi Amin have to be at the top. The killing fields of Cambodia under Pol Pot resulted in 1-3 million dead and Idi Amin is credited with around 300,000 thousand. Both butchers.
Worst of all he inspired that crappy movie "Last King of Scotland."

Enver Hoxha is the worst. Ruled in Albania from 1945 - 1985. Dictator, comunist, those years in Albania was the years of terror and depression, he killed. Internated half of the populance.
