A very interesting question. It is good to know what to do because it is always a frightening situation.

Call 000 for Ambulance, police and fire
Drag victims as far away form car if on fire
Take out blankets, to cover them, and towels and tea clothes to tie any areas where arteries my be bleeding. Block up any heavy bleeding and make sure to cover them, because of shock.
Don't move anyone who seems to have a neck or back injury, keep them as still as you can, until the paramedics arrive. Then they can put a collar on. Moving them unless it is absolutely necessary, by cause paralysing.
If you are not too upset try and get other witnesses names in case they leave before the Police arrive./ Wow. Thank goodness for mobile phones

I would alwasy stop and call 911 as I arrived and then make sure that the area was safe, so no further accidents/injuries happen. I'd make sure there was no gas leaking or immediate danger that would require moving someone. If not, then I'd keep them still in case they had injuries that could be further complicated. I carry a sheet, first aid kit, latex gloves, etc. in my car, if I would need to use these. I'd try to keep them calm until professional help arrived, that's very important.

Back when I was a child we came upon a bloody accident and we stopped to help. This was before cell phones and one of us had to run to the nearest house and they called 911. Can still see the pregnant woman in the back seat and it was very scarey for me. She was bringing home a crib and that was all over the place. So if you dont know first aid you should learn the basics. and call 911 of course. most have cell phones. only move someone if there is a threat of fire or explosion.
