As a 30 year old woman, I have seen some amazing things in movies since all the advances have been made that make the first 3 installments of Star Wars look 100 times better than the original 3 from the 70's.... So with that in mind,
I would say that "crappiest" decade during my lifetime was the LATE 80's / EARLY 90's- that grunge and low budget crap that was not exceptional in any way.....and the late 80's stuff that was just trying to be as good as the ferris bueller stuff of the early 80's....

The 1950's. Plan 9 From Outer Space is still the standard for bad movies.
