That's the frenulum, which is normal. But it's normal for the bottom side of the foreskin to slide back less than the top. Ultimately, if it because a problem you can get the frenulum removed; circumcision is not necessary.

At your age (especially if you had not pulled the foreskin back much before), it's fairly common for the foreskin to be a little difficult to pull back. That's because it hasn't pulled back before. I went through it, too, and now it's perfect. When you shower, pull the foreskin back the most you can and wash under it (should only take you very few seconds). This will encourage the foreskin to stretch and separate from the head. It sounds like it's improving, though. E-mail me from my profile if you have any other questions.

Work on that and it should all be good in the end. Circumcision wouldn't help you with the masturbation aspect, since studies have found that circumcision makes the penis less sensitive and makes masturbating more difficult.

That may be part of the reasons why circumcision has become a lot less popular, among other risks.

First of all, you should have been wearing a condom. It doesn't matter if you were just going to put it in for a second, or go all the way. You need to be wearing a condom every time you have your penis that close to her genitalia, and that includes anal sex. The clear, lubricating fluid you secrete when excited, contains some sperm too. So even if you don't ejaculate inside her, you will have already released some sperm into he reproductive tract.

Secondly, have you had this problem when you were masturbating, or is it something new? You may need to see a doctor to help you out. You may not need a full circumcision, sometimes they can just make an incision to help loosen things up.

The foreskin is usually attached until puberty, but detaches naturally during teenage years.

Sometimes this doesn't happen, and if you are having problems you need to see a doctor who may advise a small operation.

You need more practice. The foreskin will stretch if you exercise it. Try rubbing vitamin E cream into it, maybe your girlfriend(s) will help. If you can't loosen it up yourself, you may have to see a doctor, but I can't believe you didn't have this problem when you were masturbating.

What is not normal is that you had no idea until you went to have sex? Have you not ever examined yourself? Where was the condom? Guys with foreskins whether they retract or not can wear a condom. Sounds like you were not practicing safe sex, which is not smart.

You are only 16...keep that thing in your pants !!!!!!! Avoid STD's and pregnancy......... not to mention all the heartache that goes with it.....You could have sex with someone ONE TIME, (with or without a condom) and end up with an STD.
There is nasty viruses out there that you can get from one sexual encounter, and be stuck with it for LIFE !!! as in UN CURABLE!!!!!!!.. Keep it in your pants and stop some problems before they happen.................
Please believe me....been there, done that !!! I have a son your age....

Sounds like your frenulum you describe and you should listen to Jorge's answer ^ and ignore the people who tell you to get circumcised.

Yeah and you should have had a condom as well.

Jorge is correct. You do not need to become circumcised. Circumcision decreases your sexual sensitivity and that of your partner, and its not a good procedure to have done at all, especially not for your problem. :)
