It is not illegal for the reason noted in other answers -- namely that an engagement has no legal status.
However, it is not the brightest thing to do. Starting a new relationship before your divorce is final can, under certain circumstances, become an issue in the divorce effecting property division, child custody, and visitation. While clients do not always listen, most competent divorce attorneys will tell their clients that they should not date or see anyone until after the divorce is final.

No, not at all!
In fact, I know someone who got re-married before her first divorce was finalized. This is made possible in California by "bifurcating" the divorce process into two parts. The first part severs the legal marriage bond, and the second part deals with the legal complications that drag on and on (custody, asset distribution, etc.)
P.S. Lest anyone judge, she was not being a hussy at all; this all occurred over quite some time, but the 1st marriage divorce papers just took forever to finalize
