True. It may seem false as a general statement, and I was initially going to say false, but what a person sees is always true; however, their perception is sometimes false. Especially when it comes to politicians on the campaign trail or illusionists. You see what you're intended to see, and what you see is actual, but perhaps you're missing the big picture, or looking at things out of context.
It'd be more accurate to say "Things are not always what they seem."
