Because his profession "allows" him to perform marriages. Therefore he could marry any amount of couples & it would be legal.

if the marriages took place by heart willingness of women then who can do wht ?....
moreover, all 20 women wanted / loved a man ( if it is true) , means that man is really a lovely person ...
i can understand this is a rare case, and seldome happens...
if u dont mind, and also excuse me to say the following .......
when people having many affairs before and after marraiage - lovingly say that they love so much and at the same time leaves that lover and switchover to other ...... such events are aware to all... is it not ...?.. so, according to ur question wht is ur answer to such cases ?... if it is it ok .... then in the present case why u r that particular for charge ?....

Someone has to make a complaint, the police won't just come out and pick him up. Apparently none of the women have wanted to send him to jail, and none of the townspeople are horrified by it.
