Go to the stores and ask for old boxes they don't need. Paint them and make yourself into a transformer.
Get a body suit and a REALLY long wig or just a long wig and a princess dress.
Could be a zombie or a murdered person with a stop at Good Will for old clothes and some makeup/fake blood.
Or do a retro thing with 50's/60's/80's clothing.

Why not be a hanging man? You just need a cord rope and tie it in a noose and have it around your neck. Use black, blue and purple makeup to mark around the noose where it hits your neck. Final makeup touches would make it appear blood has oozed from the eyes, nose and mouth. If you want to intensify you've been hanging for a while, get some dry leaves from the yard, crush them up and rub them into your hair and clothes for that "weather-beaten" look.

put on a long sleeved white collared shirt and wear a brown dress over it
wear an apron
tie your hair in a bun
your a pilgrim :D lol

green overalls
fake teeth (messed up)
fake glasses (taped in the middle)

and vise versa

Go as Dr. Kevorkian. Just get a white doctors smock, a fake stethoscope for around your neck, a gun and holster, some plastic syringes to put in the belt as well and a plastic doctor's bag. Don't forget to stain everything in fake blood!

I'm strongly considering wearing a Muslim kurda (veil) to the Halloween dance I'm going to. Then close to the end of the dance.....I will remove it in a very attempted seductive way and walk around flipping all the men with it. You know that hard flip like with a towel and hurts?

Maybe a witch or anything that uses a cloak/cape. Those usually can be thrown together with out spending a lot of money

My uncle did this a couple years back. Collect empty cereal bozes and then put fake daggers through them and stick them to your body.... I think you can guess the rest.

do what im doing, a devil. red shirt black jeans or skirt. High heels and 3 dollar Horns and tail at party city. Cheap cheap cheap.
