Hi mate, yes Saw 4 is confusing. I'm trying to answer your question:

If you mean the "bad cop" is Forensic Hoffman, he has been involved in Jigsaw's work since Saw 3 (Hoffman appeared for the first time on Saw 3, but yeah not so many Saw fans noticed him in that movie). His motive of why he eagerly helps Jigsaw is still vague, maybe this will be clarified in Saw 5. If you wanna know more about Hoffman, you may find Wikipedia useful: http://en.wikipedia.org/wiki/List_of_Saw_characters#Forensic_Hoffman

If you mean Art, well, actually Art is not a cop. He is a lawyer who had business relationship with John Kramer prior to his metamorphosis as Jigsaw. For your note, Art appears for the first time in Saw 4. Art also represented various other people committing crimes. Because of Art's skillful legal act, those criminals could escape (several escape-from-the-law people that once represented by Art are among the Jigsaw's test-victims including the rapist). Thinking of Jigsaw's "value of morality", I believe Jigsaw thought that Art should've not helped criminals escape from the law. Art is not Jigsaw's accomplice but just another Jep Hindle from Saw 1 (i.e., unwilling but forced to help Jigsaw for the sake of his own life). For more info, Wikipedia might help you a lot: http://en.wikipedia.org/wiki/List_of_Saw_characters#Art_Blanc

I hope it helps, mate!

I don't know which "bad cop" you are talking about. If it's the one who was in the electric chair then stood up at the end. That's Detective Hoffmann, he was in the previous Saw. As of right now no one knows why he is doing this for sure but I think it's because he is being tested, because the tape he finds in the beginning scene gives away clues to suspect that. More will be explained in Saw 5.

If you are talking to the guy, who was in the room with the other two guys (the one on the ice and the one in the electric chair) His name is Art, he was in no other previous Saws, all we know is that he was a cop, this will also be explained in Saw 5.
