What is the difference between indie and underground artist?

I think they are basically the same thing. It seems as though the word 'Indie' implies that the artists are signed with an independent label where an underground artist isn't necessarily signed at all.

Indie has a slight better chance of publication
underground dosent fit with mainsteam music anymore
