You definitely want to start your speech with something that will get everyone's attention, generally something everyone can relate to. Think about the last good speaker you listened to. It is human nature to listen to a few seconds of something, and in that short amount of time, the brain says ok, does this really apply to me? If not, you tune it out. If it does, you become interested. Let's say your speech topic is about getting bigger lockers at your school. You could start out by asking the class a question. "How many of you have been to your locker today? (students raise their hands) Did you ever notice that the book you always need is at the bottom of your locker and you can't get it out because it's crammed with 10 other books, your jacket and about 10 pencils and when you try to take it out everything falls all over the floor? With bigger lockers, students would be able to store their school belongings in a more organized fashion, which would allow for more time to get to and from class, etc. (the students can relate to this) This is just one idea. I don't know what your speech is about, but hope this helps!

Can you specify what kind of speech this is? Like, are you allowed to be informal?

If you can be informal, and communicate directly with the audience, you should start off with asking people how they are doing and if they are having a good time at the function (if at all it is a function).

If you have to be formal and cannot make any jokes, ask a thought provoking question which will get people to actually LISTEN. The last thing you want people to think is "Here goes another boring speech...."

So, how (?) ---- appropriately !
And, if that is somewhat "vague" -- it is because your question is somewhat vague ----

How you start a speech has EVERYTHING to do with what the speech is about and what the circumstances of the speech happens to be !!
For instance --- inappropriate start number one ---

A funny thing happened to me today on my way to this funeral !!

In order to get this party rolling -- I thought I'd kick it all off with a couple of brief memories of my recently departed best friend !!

Without knowing the subject matter, the purpose, or the circumstance OF the speech -- it is dang near impossible to give you any starting pointers ON -- a start of ANY kind !!

So --- more details, sport !! Help US out here !!

Overall outline of a speech:
Tell them what you're going to tell them. (Intro)
Tell them (body)
Tell them what you told them (Conclusion).

To start a speech use:
a) a startling statement;
b) brief story
c) question (s)
d) fact
e) analogy
something the reaches out and grabs the attention of the audience.

Start by asking a question, or by saying a statistic or fact. In my experiance those normally reel people in! good luck!

it all depends on what type of speech u`re doing. but, well, start of with goodmorning/evening. then, say sumthin about wat the topic is. for eg, if u were talking about the australia drought, just say sumthin which is a bit bout the drought.
but, if u wanna make your speech different, start of with sumthin which will catch the listener`s attention. for eg, if u were talkin bout poverty, u mite start off with- ITS JUST NOT FAIR! WHY CANT I HAVE AN IPOD. WHY CANT I HAVE 2 MOBILE PHONES! and then say sumthin bout how a lot of people dont even have a proper home to live in, they dont have food. u should catch the people`s attention when starting a speech.

ask a rhetorical question, dat way you grab the listener's attention and they can think about the question and start engaging with you.
