singapore has actually gone overboard in my opinion. it was a much more interesting, colorful, exciting and laid back place in the late sixties. i went back in the 80s and vowed never to return.
india has a lot of work to do in this area and it will take a long time to really organise this vast land, but with education about hygiene, sanitation and recycling of food wastes etc a lot of things could be done by the individual to keep india cleaner. the govt is the one to deal with better facilities ie, public rubbish bins, garbage collection, better public toilets etc. a bit of animal crap in the streets is no big deal but obviously disturbs some travellers. cow poo actually has antiseptic qualities and can be used on wounds. i used it but it did freak me out too when i found a couple of maggots in the wound but it healed up really good, so, who's to say!?
one thing that is an issue, is that not everyone tends to wash their hands as well as is needed when the bottom cleaning is done by water and hand. this is a serious defect in hygiene as a lot of the food making is done by these very same hands, it can't all be accomplished by just using the right ,hand as i have seen and done myself. on my last journey to kerala, most of the places i stayed and some public toilets were western style and had toilet paper supplied. not that i think sitting is better than squatting but they do tend to be cleaner and less smelly. also most of the washing up is done only with cold water.
i definitely would hate to see india become singapore!!!!!
years ago, after living in india for 2 years , i returned to australia and my conclusion was that we are too clean and india is too dirty, so i would prefer the middle path.there are many new discoveries about the negative effects of cleaning agents on health, especially childrens health (possibly creating asthma is one example)

Need to change consciousness, help people become aware that litter is unnatural, that it needs to be removed. Here http://ahamot.org/en/why-do-indians-litter-so-much/ is a goog analysis of India's dirt problem.
It's a good place to start cleaning this beautiful country

I have no clue about Singapore.

I was shocked beyond expression to see that Ganga is one of the ten rivers that are under the threat of going dry if no action is taken.

How about starting to find ways to (honestly) treat sewage to the point that it wont pollute our rivers?

Can we stop people from using rivers for 'morning duties' and using river for washing clothes?

Can we stop people from using soaps or shampoos when they take a dip?

Can we stop dumping wastes into our lakes and ponds and clean them?

Their silt once provided good soil for irrigation to the local farmers. Now that urbanisation has forced the farmers out, we have to find new ways to clean up the silt before it stinks too much.

So much for water.

The smoke our factories and automobiles emit are only hastening the melting of the glaciers that feed Ganga and Yamuna and other rivers of Himalayan origin. Thus increasing the chances of going dry or excessive floods. There seems to be no easy solution for this.

Our land is fast becoming the dumping ground for the wastes of the rich countries.

Many people don't have access to safe and clean sanitation. Providing them with that facility should really help keep India clean.

The noises in our cities are too loud for bird populations to communicate among themselves. Without communications, their population is falling. Care to reduce our city noises? Without those birds, we lose natural scavengers and that responsibility falls on city authorities.

Keep the livestock in pens or fields where they belong! Traffic will move along much better as well.
as far as cleanliness ratings go India is toward the bottom of the list.
