You have two managers, a strong one and a weaker one. When dealing with large retail businesses, management tends to focus on the top 20% and bottom 20% as pertains to sales & profit performance. Do you place the stronger manager in the top 20% store to keep it thriving or in the bottom 20% store to bring its numbers up? Where do you place the weaker manager?

only question I have, is the underperforming stores due to
A)location - are there a lot of other retailers in the same area that are competing with business? What is the economy like in the lower end stores? or
B) is it the management and morale of the employees that makes it a low performer?

What makes one store manager a better performer?

I'd place the stronger manager in the lower store to drive sales. I would, if possible team up the weaker one with a stronger one just to give them some hands on. If they dont improve, maybe they should step down and get more training or make a career move?

I'd put him in the high performing store.
It's a winner and you want to have him keep it that way.
As for the lower performing store, you try to help the manager, that's the regional mgr's job. If that fails, you have some serious thinking to do. Is it the mgr, or is the store in a poor location and will not succeed no matter who manages it.
