Policemen, soldiers, government employees and managerial employees cannot strike because their functions are indispensable to critical industries providing laws to prohibit them from staging strikes.

Generally, anyone who is vital to the public health, safety and welfare. This includes emergency workers, military members, health care workers of certain types, those in the transportation business and law enforcement. It also can depend on whether or not there is a disaster.
