Unless you are covered by an employment contract (either personal or union) you are an at will employee and can quit, or be let go, at any time for any reason. Can you find another job at the same or better rate of pay? f you can, feel free to go to work elsewhere! If not, you have to accept reality and either take the work offered or leave!

See your union rep if you are in a union.

If you aren't in a union, do you have an employment contract which guarantees you employment?

If not, then you are an at will employee and you can be fired at any time for any reason.

Call your unemployment office and ask if you qualify for unemployment based on lowering your pay and/or lowering your hours. You don't have to be fired or quit in order to find out this information - it is better to be prepared ahead of time. You can quit and receive unemployment if the reason you quit is due to lowering the amount of hours, possibly lowering your pay and due to impossible work conditions, etc.

Your only other option is to accept their offer or find another job.

Unless your contract states a specific job or if you're in the union and bid on the job you have, you don't have much of a choice.
You didn't say why they're doing this.
