It is put on invitations, especially, so the person giving the party or whatever can have some idea as to how many people to expect at the specified time/ place.

It means: Respond, If You Please.
Proper etiquette dictates that if you are formally invited by card to an event, it is expected to reply to that invitation in writing, as well, with either your acceptance or polite decline. If you do respond in the affirmative, and were invited to bring a guest(s), then you would need to respond with the number of guests you would bring and their names. It is considered good form to reply, and bad form to ignore and not reply at all.
