Anyone who uses the term "Neo Con" every time they ask or answer a political question, has an agenda.
Usually, it's a Liberal or (Social Progressive) who is trying to slam Bush and his administration.
There are some good answers here though...

definition:
Neo conservatives are pro-bombing, pro-empire heavyweight intellectuals who have filled the vacuum on the Right, where most Americans have little interest in foreign policy. They dominate Republican foreign policy because they care about it, whereas most Americans don't. NATO expansion was an example; most Americans don't think about it and don't care. "Neo cons" do. Also they heavily influence the Democratic Party from whence they came. They are close to European Social Democrats, many of whom have also now favor pro-interventionist wars, since the collapse of communism.
"Neo conservatives" are mostly former leftists/liberals who converted to conservatism during the '70's and when Ronald Reagan became President. In domestic policy they tend to be moderate "welfare" Republicans. However, their major concern is foreign policy. They strongly favor US military interventions overseas and becoming the world’s policeman. They promoted the First Iraq War and are constantly the instigators for more confrontation with Iraq, Iran, the Sudan, and other Moslem states. They were among the chief instigators of the Kosovo War.

Yes. But Zell Miller is not a neo-conservative The word literally means new conservative. In other words they are strong on defense and liberal on social policies. Guiliani and Romney are both neo-conservatives, just not as severe as Bush is. The term to haters of Republicans, Bush and the war is just meant to be used as a way to vent their anger.

Neo conservatives tend to be for big government as opposed to real conservatives that like limited government. The original neo cons were former democrats as well.

Nah, terminology evolves with the times. Neo-con has been in a constant state of evolution over the past decade... but more or less has settled into a reference to the far right in the past few years (by most.. which is all that matters.. isn't the point of communication just to convey an idea? so as long as the majority defines it as the same thing.. that's all that matters.)

NeoCon = Modern Republican minus True Conservatism
Nazi Fascism of Hitler's era had the same ideological characteristics as todays NeoCon fundamentalists. Just different groups of people in different places and in a different era of history.
Under George W. Bush's kinder, gentler fascism, U.S. corporations are now allowed to do business with the Homeland Security Department even if they cheat the government out of vast amounts of tax revenues by setting up offshore business fronts in the Caribbean Islands. It used to be that tax-evaders were tracked down and punished. Now they're rewarded with fat government contracts.

Why do people miss-use Liberal?
It's making up facts to justify a verbal assault upon somebody else.
