I don't know a direct answer for you but would remind you that college students can very often join community bands as well. Don't forget to consider colleges that don't have a Pipe and Drum but are in a community that does have one.

Also, at many colleges, it's a very easy process to start a club. You just have to find some interested students. It's possible that you could start a Pipe and Drum anywhere you want to go that doesn't have one.
