I am going to Vancouver (from Hong Kong) for a family wedding and am bringing a watch and a piece of jewelry as gifts. Will I have to pay customs at the airport... in which case, could it be cheaper to buy these gifts after I arrive?

Gifts are exempt up to $60 Canadian per gift. If it's more than that, you can check the Tariff lists (section 14 of this link) and depending on the type of Jewelery looks like it can be an additional charge of up to 8%. It really depends on how cheap they are to buy in Hong Kong, but my intial instinct is that it is probably cheaper to bring it with you.
