No, he's just a little less fit than say, steroid pumpers like Batista and Johnny Morrison. He and Matt Hardy just look normal.
EDIT- Kjors, you just might be right. MVP has a lot of Afro-centric tattoos including a Malcolm X tattoo, a Pharoah head, and the continent of Africa. Probably don't want him intimidating all the rednecks.
