I am this in student council. I also ask do you think this would be a class officer?

The graphic secretary is in charge of drawings and drafts used in projects initiated by the student council.

I've actually never heard of this precise title and would imagine it curtails being charge of project designs.

Like once when I was in high school, our school had a raffle open to the public. The art teacher ask the student council to design posters to put in local stores around town. I am assuming this job fills that type of description.

As far as being a class officer, yes. Any official 'title' is considered an officer. They do this kind of thing to help boost kids getting into college... means you get to put 'student council officer' on your college applications. :)
