Ulan Bator, Mongolia, the average temp is -1 celcius.

All the people who are saying Reykjavik don't know what they are talking about. Just because it's the most northern capital doesn't make it the coldest. Reykjavik never gets really cold, the winters are like New York City.

If the criterion for coldest city is the city in the coldest climate than it is Reykjavík, Iceland. If you're looking for city with the coldest ave. tempurature, then you should look at Scandinavian capitals, like Oslo, Stockholm, Helsinki, or Moscow.

It could be Ulan Bataar as one person put it. I am also leaning towards capitals of Norse countries, e.g. Reykjavik, Oslo, Helsinki, Copenhagen, or Stockholm. I'm not quite sure if Reykjavik qualifies because they do have a harbor that doesn't freeze entirely because of the Gulf Stream. Something like that. & Copenhagen's too southern out of all the five Scandinavian capitols.

It would be either Reykjavík, Iceland for the North Pole or Wellington, New Zealand for the South Pole since they are the nearest to the poles.

But according to most sites, it's Ulaan-baatar, Mongolia.
