Could one of you guys tell me what those pictures exactly mean, does that mean that the Northwest will have an above average winter?

It pretty much means that it is going to be wetter and with more snow, with average temperatures. Washington State average temp for the winter is about 30-40degs. Most likely whats going to happen is there will be more winter storms that will come out of Alaska. Also its going to be a dangerous season for Opillio crab fishing.

It means that the temperatures are going to be below normal while precipitation is going to be above normal. You can expect to see at least 1 or 2 snow or ice storms this winter, early in 2008.

properly, we get snow for extra or less 2-3 days each iciness. This 12 months became into the exception - surprisingly snowy. often it merely rains and continues to be in the 40's-30s all iciness long. The summers are cool, each so often slightly humid, yet not too undesirable. If it receives warm - it does not stay for long, not often is going previous 100F. often in the 80s.

I don't know if 'above average' is the right phrase, but it means more snow and rain than usual.
