Most states have what is called a "non-drivers" license. Just take your social security card to the DMV and ask about it.

Also, the age requirement is up to the theater. It's not required by any laws. So some theaters don't card.
I've honestly never been carded for an R movie.

Try taking your birth certificate. It worked for my grandson before he got his license.
