Yes, use sharp ones, buy it special for cloth. One more thing, When using a pattern, make it out of sand paper so that the cloth sticks to the pattern. You will see how well it does. My mom showed me that when she did quilts.

Yes, cutting felt does take a good pair of scissors, though. The ones from dollar stores and yard sales work just as well, too.

Yes, either with scissors or with shears. In terms of definition, scissors have relatively straight handles and the handles on shears are bent to ease cutting something *over* a flat surface.
In either case, the blades should be sharp and well-matched.

I would buy some new scissors and then just use them for cutting material only including felt.

a good pair of scissors to use are the sewing kind. I have lots of those and they are great! You can cut anytype of material with them. I think they might also be called "sewing shears"

Yeah you can if they are good scissors and they are sharp. Most pairs should work.
