I would syspect something in the circuit for your Vehicle Speed Sensor is the culprit. Could be as simple as the connections needing to be reseated. But my source below indicates bad solder joints on the gauge cluster are a common fault. This sort of failure mode can intermittently work if the joint makes contact as the car vibrates and goes over bumps.

Before you tear into anything i would take alook at your fuse box, find the gauge cluster fuse, or the speedometer fuse, and see if it is in there snuggly, if you can easily move it then that could be your culprit. If not next guess would be the wiring behind the instrument cluster, as this was a common problem witht the neons in those years.

The speed sensor is going bad, if you have cruise control it will not work when the speedometer does not register speed. A not to complicated/expensive repair.

usually when a speed sensor goes bad they go bad all the sudden,id take it out and check it,they have a magnet on them ,and it will get clogged up with tiny metal shavings and that will cause it not to work right,it might that you can save it now,usually that's all you have to do to them ,clean them or replace them,that sounds like whats causing your problems with it,good luck on it.
