Is undergrad. business school a joke?

Someone told me it was, and that I should just major in college of arts and sciences

It depends on the school. At some universities, Business is one of the easier colleges to get into and the level of education is not very rigorous.

At other schools, Business is one of the tougher schools to get into and is very rigorous.

Look at the web sites for BusinessWeek and US News to see undergraduate business school rankings to see which ones are good.
