First of all I could change alot of strangers life situations, with a million bucks!

I don't know, I would need to meet the stranger to evaluate what that person needed in order to make a change.

It depends upon his behavior and attitude.if he has a good behaviour and attitude it wouldnt be neccsery to spend a rupee on him.but if his behavior and attitude is bad there still wouldnt be any point on changing it.a person cannot change there behavior or attitude even if they do they'll pick it up again.
