Sure, you can say anything you want. That doesn't mean it's a good defense to use in front of a judge. In the Traffic Laws in Illinois, there is nothing that states sneezing is a valid defense.

EDIT: Now that I read the question more closely, I realized that the best defense when stopped by a cop for running an amber light is that it's not against the law. Running a red light is, but not an amber light. Even if it were against the law, the cop can use his/her discretion when it comes to issuing a citation or not. If you say you sneezed, the cop may take that as a valid excuse, or he/she may not.

Didn't know that! I should have used that line when it happened to me. But I didn't. And I got a ticket.
